Accessibility statement for the technical specification and guidance for the Individualised Learner Record (ILR)

This statement applies to guidance.submitlearnerdatabeta.fasst.org.uk subdomain. It does not apply to submitlearnerdatabeta.fasst.org.uk domain.

This website application is run by the Data Specification team. It is designed to be used by as many people as possible specifically specialist technical and administrative users.

The text should be clear and simple to understand.

You should be able to:

  • zoom in up to 300% without problems

  • navigate most of the website using just a keyboard

  • navigate most of the website using speech recognition software

  • use most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)


How accessible this website is

Parts of this website are not fully accessible. For example:

  • document tables do not have row headings

  • some documents have poor colour contrast

  • some document heading elements are not consistent

  • documents that are in PDF and Excel format and are not accessible

  • some HTML pages use legacy content and structure from source materials

  • are not written in plain English

We know that our older documents (published before 23 September 2018) are not accessible. For example, some of them:

  • use colour to indicate meaning

  • are not tagged or formatted properly and don’t contain proper headings

  • contain images and diagrams that do not contain alternative text

  • are scanned and are not marked up in a way that allows screen reader users to understand them

Exemptions

The accessibility regulations do not require us to modify PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example the ILR specification 2017 to 2018 appendix B, migration specification: version 1 (10 July 2017) or any of its associated documents.

These types of documents are exempt from the regulations, so we do not plan to make them accessible.

Documents

All of our PDFs, Word and Excel documents are essential to providing our services. For example, we have extensive Excel spreadsheets with technical 'codes' to use when submitting learner data. Multi-format non-accessible appendices are used alongside supporting guidance and technical documentation.

We plan to either make these documents accessible or replace them with accessible HTML pages in due course.

HTML page content and formatting

We are aware that some of our HTML pages use the same content format and structure sourced from non-accessible documentation. We plan to update these pages with accessible content and formatting in due course.
